Celebration Station at Mesquite, Texas?

I wanted to go to celebration station for my birthday but not have the birthday party thing there. I wanted to take a bunch of my friends to come with me and some family member. I was looking at the site and I found a group package named "Maximum Value Pack". It say atlest 15 people to get it. I have all the people but its only 24.99. Is it for each person or overall.
