If the border fences were being completed on schedule would BP guards and American be safer?

They just had the funeral for two more and if the administration hadn't made such a big deal about the fence in Arizona it seems it might have protected the constituent of Rep Giffords and thus not pushing her into the spotlight by having to change her stance to for the fence and troops on the border.
