Why does Govt. fear Hunger Strikes?

I'm frm India a democratic nation. Recently there was a hunger strike to pass a bill. At last the govt. agreed and the strike was successful. I'm NOT agnst the strike but few strikes are needless and makes no sense. why does govt. fear the strike. I mean if I was to be the PM of the nation I wud have let the man die of hunger if its a publicity stunt and just 2get media bites. Is there any law in Indian Constituent that states that if the agitator dies of hunger govt. has to face the impeachment ?
